Neighbors and business partners are looking at the long-term consequences of a decision by developer Paul Petrovich to turn a shopping center near Sacramento’s upscale Curtis Park neighborhood into a discount center.

One leader of local residents, including some who’ve battled Petrovich for years, said he’s not fazed because plans have changed before. But a builder of homes in the development anchored by the center is unhappy with how the situation played out. And Petrovich too said he regrets…
